Although a planning reform paper, Speeding Up Build Out focuses on developers and the build out time from planning approval. The paper proposes additional powers for LPAs to set developers time frames to deliver Labour's targeted 1.5million homes.
The paper proposes including Build Out Statements at planning application stage for proposals of 50 or more dwellings. These would have no bearing on the decision to approve permission but would determine the time frame for construction and completion. The Statements would vary in complexity from a single block of flats, to outline permission for a large site with multiple housebuilders. Developers would have to submit a commencement notice and annual progress reports.
The paper proposes to enable some of the provisions listed in the LURA, including; development progress reports, revision of commencement notices, and additional powers for LPAs to not determine applications by developers with already delayed sites in the borough.
The paper also lists new measures which could be invoked, including a delayed homes penalty, reforming land banks, and a New Home Accelerator.
The paper also demonstrates the contributions of SME housebuilders and a mix of tenures and levels of affordable housing in accelerating housing delivery. The paper aims to make land more affordable and accessible for SME developers and emphasises the role of affordable housing in enabling earlier completion targets, as affordable housing units are pre-paid by Housing Associations.
The consultation is now open for feedback on the above proposals, with the deadline for responses on 7th July 2025. MHCLG hope that following consultation, the new build out framework would be implemented in 2026.
