Mansard roof extension won on appeal in Hammersmith and Fulham

WEA Planning has successfully won an appeal against LB Hammersmith and Fulham to permit two versions of a mansard roof extension to the roof of a townhouse on Ongar Road Fulham! The decision follows two refusals from the Council and a refusal to engage with the applicant, architect and WEA Planning. 

The applicant contacted WEA Planning after a difficult pre-application meeting with London Borough of Hammersmith & Fulham about their project to extend their flat through the construction of a mansard level. WEA Planning challenged the pre-application recommendations and progressed with the submission of a full planning application with important revisions to best address the arguments against the proposal. 

Sadly, the planning officer decided to refuse the application at the last minute considering the now approved mansard “visually dominant”. As part of the strategy, WEA submitted a second proposal showing a reduced mansard, to offer a comparative but reduced proposal for London Borough Hammersmith and Fulham to consider. However, the officer decided to refuse both without well-reasoned arguments. 

WEA Planning advised the applicant that the most sensible decision was to appeal the refused application to bring the case to the Planning Inspectorate for an independent assessment of both designs. The client was initially sceptical given a recent appeal refusal for the neighbouring property. WEA advised that there were important differences and WEA could present a winning case on behalf of the client.  

WEA prepared and submitted both appeals on behalf of the client, working with a specialist Heritage consultancy to demonstrate that the mansard extension would make a positive contribution to the surrounding historic environment.

The Planning Inspector agreed with all WEA Planning’s arguments and granted permission for both designs! (see version of the approved initial design below)

Another win for WEA Planning against the odds. The approval allows the client to extend their flat with their preferred design thus adding considerable value to the property!
